I'm Jerry Darrel Rice, ADC #31269, offended in 1971 when Arizona was mandatory indeterminate sentencing jurisdiction by A.R.S. 13-1643, confirmed by Ard V. State Exrel Superior Court of Pima County, 102 Ariz. 221, 427P. 2d913 (1967), that ruled: "Life sentence (term) is fixed or determinate sentence.... is improper in jurisdictions having mandatory indeterminate sentence law". Sentence given is 50 years to Life. Served the 50 years in 21 years 6 months on July 20, 1993. LIFE term, not being a number, can not be mathematically calculated (deducted from) VOIDS my conjoining mandatory earned time credit sentence reduction statutory rights given me by A.R.S. 31-251, 31-252, and 31-411. I'm still incarcerated because of aforemented and U.S.C. due process rights and offense discrimination violations by Arizona Board of Executive Clemency (parole) and Executive Administration thereof in spite of Biggs v. Terhune, 334F.3d 910 (9th Cir.2003). I and approximately 390 similarly-sentenced old-old code are still imprisoned improperly and illegally because sentencing code wasn't, and still isn't, fully understood and properly executed to follow intendment of law. Only your legal expertise and court savvy can and will correct this injustice. Arizona prisons give no access to law libraries, research, internet, legal guidance, computers, or equipment.
