To Whom It May Concern, My name is Lamont Marshall. I am a 62-year-old Marine Veteran. After Vietnam I suffered from PTSD. Shortly after returning home, tragically and regretfully, I was involved in a homicide. In 1978, I was convicted after a jury trial and given a "Life" Sentence. During my court proceedings, none of the court officials, including but not limited to the Judge, Prosecutor or my Defense Attorney understood the complexities of PTSD and how it affected my actions and reactions at the time of the homicide. As a result, my Attorney deemed that I did not need my own expert witness to testify about the effects of PTSD, despite two State hired Psychiatrists reporting that they believed that I suffered from PTSD, but asserting that it would be best if I hired my own experts (due to the fact that they were not experts in the field of PTSD). After being convicted, I was sent to prison, where I remained from 1978 until 1998. My Attorney's never filed a direct appeal on my behalf. Furthermore I did not realize that I had the right to appeal until years after my conviction. Some years later I filed a Pro Se, Post Conviction Action. Ultimately the courts denied my relief. It was during this time that I found out my transcripts to the case were destroyed. In other words, I'm serving a Life Sentence based on unfair trial for which the record does not even exist. I've served 28 years under these circumstances. I would like assistance of any kind to help fix this please. Respectfully Submitted,
